Mr. Whelan joined DRUGSCAN in 2002 as the Director Contracts & Regulatory Oversight and has over 30 years of industry experience in the areas of human resources, employment litigation, substance abuse testing, workplace drug testing, addiction, and substance abuse risk management.
In 1981, Mr. Whelan initiated one of the first corporate drug-testing programs and facilitated in drafting the drug and alcohol testing language of the National Master Freight Agreement which covers over 100,000 unionized truck drivers across the United States.
Mr. Whelan is an experienced “Expert Witness” in the federal drug testing regulations and employment arena and regularly provides guidance in labor/litigation matters.
Mr. Whelan has conducted numerous seminars on the signs and indicators of substance abuse addiction. He is a former advisory board member of the "Partnership for Drug Free Workplace" and served on the Mayor of Philadelphia’s task force to combat the opiate epidemic.
Mr. Whelan is a graduate of Rutgers University.
